Here are the
main contributions from those who gathered to discuss the ICT Policy issues.

Role of
civil society is critical. There is a need of involvement and a consistent
pressure from civil society to the government in the implementation of the
ICT policy. That role should include monitoring. Equity issues have to be
included in the ICT policy.

There is a
need to include in the ICT policy the vision of how it is going to impact
on the development as a whole and not look only to the infrastructure
needs.

Use ICT to
document local knowledge and share that knowledge. There is need to
produce local content in local language that is appropriate for local
consumption and get it disseminated in the local setting.

There is a
need to look at how to maximize the utilization of the existing
infrastructure. Look to the possibility of how to take advantage of
existing infrastructure such as that belonging to Electricity and Railway
companies.

Need of
an ICT Policy with clear objectives of how the policy is intending to
reduce poverty, impact on the education and how to harmonize the existing
policies.

The need
to access the effectiveness of the policies in the context of developing
countries, i.e., policies and business models that are valid for developed
countries might not be applicable for Africa.

In order
to avoid white elephants in rural areas there is a need to have a policy
that encourages local businesses, government entities, ngos, etc to use
services provided by telecenters as way to help them to be sustainable and
relevant for the community

How to
devise policies that will enable telecenters offer services that would
otherwise be not possible due to existing regulations

The ICT
Policy should be viewed as an integral part of the overall government
development strategy

ICT Policy
has to address the human resource shortage, therefore a need to develop
human capital

There is a
need to have a policy that creates an enabling environment
-
An agenda
for action is required to transform the existing strategic objectives in
concrete projects.
