Pro Poor Policy

(ICTs for development)

The time has come to move beyond pilot projects. There is a clear message to governments, that if in pilot projects we have identified the constraints, then these are the issues that need to be addressed at a national level. Governments can move beyond the pilot and address issues across the board so that there can be delivery and access to ICTs. There has to be vertical integration of policy and sectoral or horizontal integration of policy, in other words, an entire policy that addresses the broad society and at the same time reaches marginal people. There should be diffisuion of technology into the community. The more people that use ICTs, the more likely peo0le in a development setting will be to make use of ICTs.
