Abel Otacala

ICTs and Natural Resource Management - Mozambique case study

Abel Otacala grew up in Beira, Mozambique and moved to Maputo to study a history degree at University Eduardo Mondlane.  While completing his degree he worked as a teacher, a documentalist in the National History Archives and as a fundraiser for FDC (Community Development Fund).  In 2001, he began working with IUCN in 2000.

As a Program Assistant he is responsible for IUCN Mozambique’s information dissemination and web page production.  He reports to the regional office for his marketing responsibilities.

Soon after he joined IUCN, Otacala began managing the Acacia project which used wireless connectivity to support ongoing community based natural resource management activities.  Otacala believes that to erradicate rural poverty, animal populations must be maintained and expanded so that the benefits of ecoturism can be gained locally.  Otacala believes ICTs can play a role to help inhibiti poaching, ensuring licenses are purchased, and keeping wardens and scouts safe and healthy in isolated areas.
