Open Source Software: Grassroot realities
Teresa Peters is the founder and executive director of bridges.org, and she
participates in all of bridges work at some level, adding vision and an
international perspective. She is a lawyer with technology expertise and a
specialisation in law and policy matters related to the Internet and
electronic commerce.

Previously,
Teresa was an official at the Organisation for Economic Cooperation and
Development (OECD) based in Paris, where she led the efforts of the
Committee on Information, Computers and Communications Policy in the areas
of authentication, cryptography and security of information systems. Teresa
managed the international negotiations for the 1998 OECD Ministerial
Declaration on Authentication for Electronic Commerce, as well as the 1997
OECD Cryptography Policy Guidelines. She was in charge of the OECD project
on illegal and harmful content on the Internet and worked on other
information society issues including privacy and consumer protection.
Prior to joining
the OECD, Teresa worked on legal issues related to electronic data
interchange and electronic public records, and she has been involved in
civil and human rights efforts in Latin America, Africa, Europe and North
America. In the US, she worked for a law firm specialising in prisoner
rights cases and federal civil rights issues. Teresa has participated in a
number of international fora dealing with the digital divide, electronic
commerce, and entrepreneurship issues, including the World Economic Forum’s
Task Force on the Digital Divide (2001-2002), the UN ICT Task Force (2002),
UN Economic Commission for Africa (2002), Southern Africa Economic Community
(2001), Technology Empowerment Network, G8 Digital Opportunity Task Force
(2001), and the UNCITRAL Working Group on Electronic Signatures (1997-1999).
She is on the
founding board of directors for the American and African Business Women's
Alliance (AABWA), and was named a Global Leader of Tomorrow (2003) by the
World Economic Forum. Teresa is a native of Ohio.
