Zenda Ofir is a South African citizen with a PhD in
Chemistry. After working for some years as researcher she moved into
management as Program Manager at a national funding agency. She was
responsible for funding and capacity development programs in research
development at the then historically black universities in South Africa, as
well as in biotechnology, rural and urban development, and food production
and food security. She joined the senior management team of the University
of Pretoria as Director of Research before establishing Evalnet, one of the
first companies in South Africa focusing almost exclusively on evaluation
and institutional development.
In evaluation
Zenda has worked in many different fields such as education, natural
resource management, information and communication technologies, rural
development and HIV/Aids. Her nearly 30 national and international
evaluation clients include the IDRC, UNIFEM, JICA, the Netherlands
government, the South African government and various universities and
science councils. She specializes in complex, multi-level evaluations with
particular interest in development, process and systems evaluation. She has
worked in most countries in Southern Africa as well as a number of African
countries.
Zenda has served
on numerous national and international committees, among others the Minister
of Trade and Industry’s Standing Advisory Committee for Intellectual
Property Rights. She is currently the Chairperson of the African Evaluation
Association and Co-Chairperson of the American Evaluation Association’s
International and Cross-cultural Topical Interest Group. She has visited 46
countries in a professional or personal capacity and regularly gives
presentations on diverse topics at conferences and meetings. She also serves
on the editorial board of the Evaluation Encyclopedia, an 800 page
publication commissioned by the American Evaluation Association.
